We are not law enforcement officers, nor do we claim to be. We interact with, document, and report all cases to law enforcement. Boopac's Promise does not conduct criminal investigations, make arrests, or guarantee legal action against individuals. While we gather and report information to authorities when possible, prosecution decisions are solely at the discretion of law enforcement and prosecutors. Most cases without a physical meet-up may not result in prosecution unless further evidence is obtained.

Our efforts include exposing individuals for community awareness, reporting findings to law enforcement, and encouraging potential victims to come forward. However, exposure does not equate to a legal conviction, and all individuals are presumed innocent until proven guilty in a court of law.

Boopac's Promise is a non-profit organization, but we are not yet a 501(c)(3) tax-exempt entity. This means that while we operate with a mission-driven focus, donations made to us are not tax-deductible at this time. We do not rely on donations to function, nor do we profit from them. Any financial contributions we receive are reinvested directly into our advocacy efforts, such as equipment, awareness campaigns, and supporting the work we do to protect children.

This document outlines the procedures followed by Boopac’s Promise in identifying and reporting individuals engaged in predatory behavior online. Our organization operates with the mission of protecting minors while adhering to all applicable laws and legal standards.

• Our team creates decoy profiles on social media platforms, chat rooms, or dating apps to identify adults attempting to engage in inappropriate communication with minors.
• Decoys do not initiate conversations but state their age as 13-15 when contacted by an adult.
• No explicit content is ever sent from our decoy accounts.
• All conversations are documented to ensure transparency and avoid entrapment.

• We archive all communications, including screenshots, chat logs, and call recordings (where legally permitted).
• Any attempt by an adult to solicit explicit content or arrange a meeting is thoroughly documented.
• Suspect identities are verified using publicly available information.

• If a suspect arranges a meeting with a minor, a controlled in-person confrontation may take place.
• These encounters are filmed strictly for documentation and safety purposes.
• No physical restraint, threats, or coercion are used.
• Suspects are given an opportunity to explain their actions voluntarily.

• All evidence is compiled and submitted to appropriate law enforcement agencies (local police, FBI, or NCMEC).
• We comply with legal requests and are prepared to testify in court if necessary.

• Content shared publicly is reviewed to ensure compliance with laws related to privacy, defamation, and vigilantism.
• Faces may be blurred if required, and no personal addresses or phone numbers are disclosed.
• We do not engage in harassment, intimidation, or doxxing.
